SA-Archive provides programmers with a tool to create and extract archives in both ZIP and Microsoft Cabinet format.

Add, extract, or delete files from an existing archive
Enumerate the contents of an archive
Sign the archive using Microsoft Authenticode (for .CAB or .EXE files only)
